Overview
The FIAU is drawing attention to a public consultation launched by the Authority for Anti-Money Laundering and Countering the Financing of Terrorism (AMLA). The consultation covers draft Regulatory Technical Standards (RTS) under Article 40(2) of Directive (EU) 2024/1640, the 6th Anti-Money Laundering Directive (AMLD6). The RTS concern the assessment of the inherent and residual risk profile of obliged entities in the non-financial sector, and the frequency at which these profiles are reviewed.

The draft RTS establishes a methodology for assessing and classifying money laundering and terrorist financing (ML/TF) risk among non-financial obliged entities. It introduces sector-specific data points, with reduced reporting requirements for smaller entities to lower costs and administrative burden. The text also addresses operational feasibility and expected implementation costs.
Agenda Highlights
AMLA has scheduled an online public hearing on the draft RTS on 10 September 2026, from 10:00 to 12:00 CET. The RTS includes a deferred application date: 31 December 2028 for most obliged entities, and 31 December 2029 for football agents and professional football clubs. Until then, supervisors will continue using national methodologies for risk-based supervision.
