The merger between Quazar and Moore represents a significant consolidation in Malta's professional services sector.

According to a notification published by the Malta Competition and Consumer Affairs Authority, the deal was filed on 23 October 2026.

“The merger between Quazar and Moore represents a significant consolidation in Malta's professional services sector.”

Both groups are headquartered in Birkirkara and operate in the accounting, audit, and corporate services space.

Quazar and Quazar Corporate Ltd are authorised by the Accountancy Board and the MFSA as Company Service Providers. Quazar Consult Ltd adds a residency and immigration arm to the group, registered with Residency Malta.

Moore and Moore CSP Ltd are similarly authorised in the accounting and professional services field.

The MCCAA's Office for Competition is now reviewing the concentration under the Control of Concentrations Regulations.

The Office for Competition invites interested third parties to submit their written objections on this notified concentration within seven days following publication of this notice.

Objections can be submitted in writing to the Office for Competition at their Blata l-Bajda address or via email.

For Malta's business community, this merger reduces the number of independent players in a sector that serves the backbone of the economy.

The inclusion of a residency and immigration services arm ties the deal directly to Malta's international mobility and remote gaming sectors.

The seven-day objection window is now open. The MCCAA's decision will signal how the authority views concentration risk in the professional services market.
