Malta opens up to €500m government stock sale with two fixed-rate lines

Treasury launches up to €500m MGS issue with two fixed-rate stocks, opening retail applications on 5 October 2026.
Malta's Treasury is heading to market with two fixed-rate government stocks in October, starting the issue at €300 million and leaving room to expand it to €500 million.
A release from the Ministry for Finance, dated 25 September 2026, confirmed the launch of a 4.30% Malta Government Stock 2037 (II) and a 4.50% Malta Government Stock 2041 (III). Together they add two new medium- and long-dated sovereign securities to the local bond market.
Retail investors get the first window. Applications open at 08:30 on 5 October 2026 and close at 14:30 on 7 October, unless the issue closes earlier.
Each individual can apply for up to €499,900 in either stock or across both. The Accountant General will announce the retail issue price on 1 October, with application forms available through the Treasury from 2 October.
Wholesale investors move on a separate track. A sealed-bid auction opens at 08:30 on 9 October and closes at noon, with allotment results expected two hours later.
The two-tranche structure gives investors a choice between a 2037 maturity and a longer 2041 maturity, both at fixed rates. That is a useful benchmark for pricing corporate bonds and long-dated savings products in a small market where sovereign paper is a reference point.
The €200 million top-up is triggered only by oversubscription, which means the final size will depend on demand. With retail and wholesale windows kept apart, the Treasury is aiming for an orderly placement across both investor groups.
For local investors, the issue is a rare opportunity to take a direct, capped position in newly issued government paper without going through the secondary market. The countdown starts with the pricing announcement on 1 October.
