MCCAA Clears Persistent Systems’ Sole Control of Nagarro SE
MCCAA's Office for Competition has approved Persistent Systems' full acquisition of Nagarro SE, marking a significant IT sector consolidation.
The Office for Competition within the MCCAA has given the green light for Persistent Systems Limited to acquire sole control of Nagarro SE through its subsidiary Galaxy Germany Holding SE.
The decision, dated 4 September 2026, was approved under the authority of the Competition Act, opening the door for the India-headquartered Persistent Systems to fully absorb the German software engineering firm.
Nagarro has a notable presence in Malta, particularly in iGaming and financial services through its near-shore development capabilities. Persistent, listed on the Bombay Stock Exchange and NSE, employs over 20,000 people across 30 countries.
For Malta's IT labour market, the transaction could sharpen competition for software engineering talent. Persistent may seek to consolidate Nagarro's local operations, which already employ hundreds in Malta, potentially impacting staffing strategies.
No conditions were attached to the approval, according to the non-confidential version of the decision published by the MCCAA. The deal falls under Concentrations Division of the Office for Competition oversight.
The acquisition highlights how EU competition frameworks apply to tech M&A with Maltese footprints. Local SMEs and iGaming operators dependent on Nagarro services may now face a different counterparty with deeper integration into Persistent's global structure.
